The Skilled Worker Overseas and International Education streams use the EOI (Expression of Interest) system.

Register on MPNP portal. Create Expression of Interest (EOI) with your qualifications and Manitoba connection.
MPNP Draw (Every 2–3 Weeks)
Manitoba holds regular EOI draws. Highest-ranked candidates receive a Letter of Advice to Apply (LAA).
Receive LAA
Receive Letter of Advice to Apply (LAA) via email. Must respond within the given deadline.
Submit Full Application
Submit complete MPNP application with all supporting documents and Settlement Plan Part 1.
