The Ontario Immigrant Nominee Program (OINP) is Ontario's economic immigration program operated in partnership with IRCC. It nominates skilled workers, international graduates, and entrepreneurs for Canadian Permanent Residence based on Ontario's labour market needs.

How OINP Works — 2 Step Process

Step 1

Ontario Nominates You

Register EOI or have Express Entry profile → Receive ITA/NOI → Submit application → Get Nomination Certificate

Step 2

Apply for Canada PR (IRCC)

Apply to IRCC within 6 months → Express Entry route = ~6 months PR → Non-EE route = 12–18 months

Category A: Employer Job Offer Streams (3 Streams)

Requires a valid permanent full-time job offer from an Ontario employer. Operates through EOI system.

1. Employer Job Offer: Foreign Worker Stream ⭐

Most Popular for Indians

For skilled foreign workers with a valid Ontario job offer in a skilled occupation. Also open to physicians.

Eligibility — You Must Have:

  • Full-time permanent Ontario job offer (TEER 0–3)
  • 2 years cumulative work experience in same field
  • Education: Canadian high school equivalent (ECA required)
  • Language: CLB varies by job NOC category
  • Intention to live and work in Ontario
  • Legal status if applying from within Canada

Employer Requirements:

  • Register in OINP Employer Portal (from July 2, 2025)
  • Job offer: min 30 hrs/week, min 1,560 hrs/year
  • Permanent = no end date / indeterminate duration
  • Employer submits position approval within 14 days
  • No seasonal or contract positions
  • Wage at or above market rate

2. Employer Job Offer: International Student Stream

For recent international graduates from eligible Canadian institutions with a job offer in Ontario. No work experience required!

Eligibility — You Must Have:

  • Degree/diploma from eligible Canadian institution
  • Credential dated within 2 years of OINP application
  • Completed more than half studies in Canada
  • Full-time permanent Ontario job offer (TEER 0–3)
  • Language: CLB varies by NOC occupation
  • NO work experience required

Eligible Credentials:

  • Undergraduate degree/diploma (2+ year program)
  • Graduate degree/diploma (1+ year program)
  • College graduate certificate (1+ year, Ontario institution)
  • Must be from eligible Canadian institution
  • Not a language program

3. Employer Job Offer: In-Demand Skills Stream

For foreign workers in high-demand sectors like agriculture, construction, and other in-demand occupations. Open to workers inside and outside Canada.

  • Ontario job offer in eligible in-demand NOC
  • 9 months cumulative work experience in Ontario (past 3 years)
  • Language: CLB 4 minimum
  • Education: Canadian high school equivalent
  • Wage at or above low-wage level for region

Priority Occupations Include:

  • Agriculture workers (farm workers, supervisors)
  • Construction labourers
  • Home support workers (NOC 44101)
  • Early childhood educators (NOC 42202)
  • Food processing and manufacturing

Category B: Human Capital & Graduate Streams (5 Streams)

No job offer required. Express Entry-linked streams give +600 CRS points. Graduate streams use EOI.

4. Masters Graduate Stream

No Job Offer Required

For international students who completed a Master's degree at an Ontario university.

  • Masters degree from eligible Ontario university
  • NO job offer required
  • Currently residing in Canada with valid permit
  • Adequate settlement funds required
  • Intention to live in Ontario permanently
  • CLB 7 minimum language
  • Register EOI + wait for ITA (score 61+ in recent draw)
  • Submit within 14 days of ITA

5. PhD Graduate Stream

No Job Offer Required

For international students who completed a PhD degree at an Ontario university.

  • PhD degree from eligible Ontario university
  • NO job offer required
  • Residing in Canada with valid permit
  • Adequate settlement funds
  • Intention to live in Ontario
  • CLB 7 minimum language
  • EOI system — score 56+ (recent draw)
  • Submit within 14 days of ITA

Express Entry-Linked Streams (Passive — Ontario Selects You)

💡 How it works: You CANNOT apply directly. You must have an active federal Express Entry profile. Ontario periodically issues Notifications of Interest (NOIs) to selected candidates from the Express Entry pool. After receiving NOI, you can apply to OINP. If nominated, you get +600 CRS points.

6. Human Capital Priorities (HCP)

Skilled workers with high human capital. Includes Tech Draws for IT professionals.

  • Active EE profile (FSWP or CEC)
  • 1 yr exp TEER 0–3 (last 5/3 yrs)
  • Bachelor's degree or higher
  • No job offer required
  • CLB 7+ language

7. Skilled Trades Stream

For skilled trades workers with Ontario work experience in an eligible trade.

  • Active EE profile (FSWP or CEC)
  • Ontario work experience in eligible trade
  • 1 yr exp in skilled trade (last 2 yrs)
  • Valid Ontario trade certificate/license
  • No job offer required

8. French-Speaking Skilled Worker

For French speakers with strong English skills wanting to settle in Ontario.

  • Active EE profile (FSWP or CEC)
  • French: CLB/NCLC 7+ in all 4 skills
  • English: CLB 6+ minimum

OINP Application Process

Two systems: EOI (Expression of Interest) for most streams, and Express Entry (passive NOI) for 3 streams.

EOI System (Employer Job Offer + Graduate Streams)

Step 1: Employer Registers
Employer registers in OINP Employer Portal, creates job offer position
Step 2: You Submit EOI
Register Expression of Interest on OINP e-Filing Portal
Step 3: Receive ITA
OINP issues Invitation to Apply (ITA) via e-Filing Portal
Step 4: Submit Application
Submit within 17 days (or 14 for Masters/PhD). Pay fee: CAD $2,000 (GTA) / $1,500 (outside GTA)
Step 5: Nomination → PR
Receive nomination certificate → Apply to IRCC within 6 months

Express Entry System (HCP, Skilled Trades, French SW)

Step 1: Create Express Entry Profile
Create an active profile in federal Express Entry pool (FSWP or CEC)
Step 2: Wait for Ontario's NOI
